　　李奇（罗嘉良 饰）因为不愿同警长雷劲（骆应钧 饰）同流合污而遭到了后者的排挤和刁难，然而李奇机敏聪慧，屡屡凭借自己的力量破获奇案，雷劲因此也奈何不了他。罗帮办是一手教导李奇成才的师傅，他告诉李奇，如果能够破解二十年前的女飞贼黑玫瑰之悬案，或许就能够彻底扳倒雷劲，李奇摩拳擦掌，斗志昂扬。
