　　皮特金（诺曼·威斯登 Norman Wisdom 饰）一直希望能够像父亲一样成为一名警察，可是他天生一副矮小的身材，屡屡被警察局拒之门外。如今的他是警察局停车场的管理员，虽然和想象中的工作有些不同，但皮特金还是觉得特别满足。
　　一次偶然中，皮特金救下了一名自杀的少女，她的名字叫罗萨那（珍妮弗·杰恩 Jennifer Jayne 饰），罗萨那因为不满父母给她安排的婚事所以想以死相逼。罗萨那的未婚夫朱里奥表面看来只是平凡的理发师，其真实身份其实是黑手党头目。警方发现，皮特金和朱里奥的长相惊人的相似，于是决定招募他参与抓捕朱里奥的行动，皮特金只提出了一个要求，那就是案件破获之后，他要成为一名真正的警察。
